Prohibition of travel abroad: the main types of prohibition
There is a certain list of conditions under which non-compliance with the departure of Russian citizens outside the country is closed. It is important to understand that all types of restrictions are not lifelong, therefore, after the expiration of the restrictive period, departure will become free. How can I find out about the existence of any restrictions, a ban on leaving, what should and can be done if you are on the list of citizens who are not allowed to leave?
Evasion of Obligations
Citizens evading the fulfillment of any obligations imposed by the judicial authorities are prohibited from leaving the territory of the Russian Federation. And this reason is considered the most frequent among the existing bans. A person who has debts or avoids paying existing fines, taxes, alimony and credit does not have the right to leave Russia. This type of prohibition can be canceled immediately after the repayment of debts.
There are government agencies restricting employees from traveling. This type of prohibition is stipulated by existing legal norms or state security. Work in government agencies of the Ministry of Internal Affairs and the FSB also does not allow traveling outside the Russian Federation.
If a citizen, receiving documentation on departure, provided false information, then a ban is imposed. This type of restriction may be imposed for a period of 30 calendar days, and if, when considering this issue, it is revealed that the data has been intentionally distorted in order to conceal the existing grounds, this ban period will automatically increase.
Crimes and criminal records
It is forbidden to travel outside the country to those persons who are suspected or accused of any crimes or who have an outstanding type of criminal record.
Access to classified information
It is forbidden to leave the Russian Federation to people who have access to information of a secret level or state secret. Citizens with access to state secrets conclude a special labor contract that implies the existence of time restrictions. The term of such prohibitions can reach 5-10 years from the date of dismissal.
It is forbidden to leave the territory of the country by conscripts. Only at the end of the service life will departure be permitted. But this restriction will not apply to contract employees.
Under 18 years old
Today, the restriction applies to minor Russian citizens. Minors must leave the territory of the Russian Federation in compliance with clear rules. Firstly, accompanying a minor child. Both the parent and other persons with a issued power of attorney, that is, a notarized document of parental consent, can become accompanying. A child can travel with one of the parents, in which case permission to leave the other parent is not required. However, in practice this rule is not always valid, and border services may request the notarized consent of the other parent to leave the child. Also, the parent of the child has the right to prohibit him from leaving the country, in this case a minor citizen will not be able to leave Russia.
These include Russian citizens with an outstanding loan, material obligations, unpaid taxes, and various other types of debts. An unpaid loan or a fine (in certain amounts) automatically imposes a ban.
When evading debt payments, bailiffs are able to seize existing property and keep the necessary amount of money from wages. Exit restrictions may be imposed by bailiffs, based on statements made by claimants, or at their own discretion. A citizen is issued a separate executive document. The purpose of the ban is to recover the unpaid amount from the debtor.
To check the ban on traveling abroad, it is necessary to find out if there are any arrears by decision of the judiciary. To find out such information, you can visit the website of judicial officers. Search is made on the basis of enforcement proceedings. You can go abroad and travel if such a search does not yield any positive results.
